Error description

• The queue-manager was terminated with CSQV086E
  REASON=00F3040A due to latch on the DQCH was not
  released.

  CICS job terminated abnormally with S33E.
  At the time of the abend hit, the TCB was
  in the middle of processing an MQ API
  request, and CSQ5RXCF had been invoked and
  had performed an execution unit switch and
  was waiting for it to complete, and was
  holding a latch on the DQCH at the time.
  Recovery processing for the S33E took place,
  but the TCB had been in execution unit
  switch EBDR was set by CSQVUES1's recovery
  routine, which meant that CSQ5RXCF's PRR was
  not invoked, so the latch on the DQCH was
  not released. Subsequent processing for the
  termination of CICMTN11 detected that a latch
  was still held.

  The following is a scenario where the problem occurs when there
  is an asynchronous abend of application (i.e. CANCEL) causing
  the reported queue manager termination with REASON=00F30409 or
  00F3040A.
  
  Application putting messages to a shared queue using a
  destination queue manager that is another member of the QSG and
  the application abends in the middle of checking the XCF state
  of the other QSG member can cause the queue manager to
  terminate.
  

Problem conclusion

• CSQVEUS1 has been updated to introduce a delay to give time to
  active threads to complete avoiding deferred recovery which
  allows the recovery clean up exits to be invoked.
