Error description

• You could received 5C6-00E20045 abend
  issued by CSQP1CON is due to a timing
  condition where the attempt to connect to
  page set 0 and allocate it's buffer pool
  has occurred before the 64-bit subpool task
  (CSQSP64T) has completed initialisation, and
  hence GPVT.P64PHB is still 0 when there is
  an attempt to expand the BDSC (pPHB_BDSC)
  subpool.

  Due to a timing/serialization issue, an S5C6-00E20045 abend may
  occur at queue manager startup due to an internal storage
  control block failing to be initialized before being used by a
  task that is executing asynchronously.
  
  Following the abend, the queue manager may terminate with
  message CSQV086E REASON=00D96001
  

Problem conclusion

• Processing has been amended to ensure that the storage control
  block is initialized before being referenced by any other tasks.
