Error description

• The USRLEV parameter for the INIT statement (whether coded
  in a PIF program or used from EQQYPARM INIT statement) was
  introduced by the SPE APAR PI57310 for compatibility reasons
  with value USRLEV(9) and the follow on SPE PI62521 changed
  the value to USRLEV(10).  Neither value can be specified on the
  INIT statement from a PARM member, resulting in message:
  IKJ56712I INVALID KEYWORD, USRLEV(10)

  IKJ56712I INVALID KEYWORD, USRLEV(9)

  While if set in the INIT specified inside the PIF code, it
  works.
  

Problem conclusion

• The USRLEV parameter has been added as valid statement,
  in the INIT (from EQQYPARM) TSO parsing routine.
