Error description

  • The customer established all connections to DVIPA targets
successfully, however the Connection Establishment Rate (CER)
value displayed by the NETSTAT VDPT DETAIL or netstat -O DETAIL
or DISPLAY TCPIP,,NETSTAT,DETAIL commands was zero or
otherwise less than expected. The connection establishment rate
(CER) is a measure of the percentage of the connection setup
requests received at the target that achieve completion with the
client (that is, arrive at connection established state). It is
displayed as a percentage. CER is used for display only, and is
    not integrated into other calculations.

Local fix

  • The associated displayed values TSR, TCSR and SEF can give an
    indication of connectivity success.
