Error description
The customer established all connections to DVIPA targets successfully, however the Connection Establishment Rate (CER) value displayed by the NETSTAT VDPT DETAIL or netstat -O DETAIL or DISPLAY TCPIP,,NETSTAT,DETAIL commands was zero or otherwise less than expected. The connection establishment rate (CER) is a measure of the percentage of the connection setup requests received at the target that achieve completion with the client (that is, arrive at connection established state). It is displayed as a percentage. CER is used for display only, and is not integrated into other calculations.
Local fix
The associated displayed values TSR, TCSR and SEF can give an indication of connectivity success.

Problem conclusion
The CER calculation has been amended to report the correct value.
