  This APAR has a dependency on VTAM APAR OA51950 which requires
  both APARs to be applied concurrently.  If you currently use or
  plan on using Shared Memory Communications over RDMA (SMC-R)
  with RoCE Express or RoCE Express2 adapters, you must also
  install the PTF for z/OS IOS PCIe Services APAR OA51289. Failure
  to do so will result in activation failures when z/OS
  Communications Server attempts to start the  RoCE interfaces.
