  The port range that permissions were granted to did not cover
  the entire range of possible random ports that Derby uses for
  replication.
  

Problem conclusion

• Extended the port range in the java policy file associated
  with the Derby process to cover all required ports. The fix is
  included in XSLD 8611 fixpack 1.
