Error description
ReferenceContextImpl is caching a list of classes and their injection targets. Since injection is not supported for JSP it is just storing an empty list of targets for each JSP class in the cache. If we can change the cache to not store a list for a class if its targets are empty, it could prevent an OutOfMemory error coming from ReferenceContextImpl

This list can be empty of targets if there are none which could cause OutOfMemory problems if there are a lot of classes being checked for injection. This problem was particuarly noticible for JSP classes as they could be dynamically changed, causing the classes to be scanned and cached again.
Problem conclusion
ReferenceContextImpl has been changed to not cache the empty list if there is no injection targets. The fix for this APAR is currently targeted for inclusion in fix packs 8.5.5.12 and 9.0.0.4.
