Error description

• To reproduce, follow these steps:
  1. Create a component template with a deployment process.
  2. Create a component based on that template.
  3. Create an application with a process that runs the deployment
  process from the template.
  4. Create a user who does not have access to view the component
  template.
  5. Run the application process as the user created in step 4.
  
  Result: The environment will be noncompliant. If you drill into
  the environment, you will see that the environment is expecting
  the new version, but the resource inventory entry for the new
  version was never created. This is not an intermittent issue, it
  is always reproducible with the given user.
  
  This APAR can also cause locks to not be released if the process
  fails or is cancelled.
  

Local fix

• Give users who run application processes permission to view
  component templates.
