Error description

• -Abend4088 when application does EXEC CICS LOAD of NOTDEFINED
  program.
   (PI58851 at 13.1)
  
  -PI19288 changed the Japanese text for the annotation
   characters in the DTCU Report.
   EQACUANS uses these same strings to identify the annotation
   characters. It wasn't changed to have the same values as
   PI19288, and the result is this REXX error.
