Error description

• (COB V5.2) With debugging mode enabled, the module size is 4
  times greater than the V4.2 module size.  Modify the compiler
  to reduce the module size where feasible.
  

Local fix

• Compile with debug mode turned off.

  The V5 COBOL compiler was generating less efficient code to
  handle the USE FOR DEBUGGING declarative then the pre-V5 COBOL

Problem conclusion

• The COBOL V5 compiler was changed to generate more efficient
  code for handling USE FOR DEBUGGING declarative.
