Local fix

• Change all the userid's (which are in license server user list)
  to capital,
  

Problem summary

• After updating to 6.1.0.9 licene error message is generated
  "RaaRestWar WARNING: Wasn't able to check out license for user
  [RATIONAL].  License error=[All licenses are reserved for
  others."
  

Problem conclusion

• Made a code change to ensure that a single license is checked
  out for a given userid.  If a license is not available, the
  user will be bumped back out to the login panel with a new
  DMH1335E message that says "Could not obtain a license."
