Error description
When a CANCEL of the IIDR CDC for z/OS address space is issued, the task that should CLOSE the PAL VSAM cluster is terminated, leaving the VSAM cluster open. Then VSAM services engage and perform the CLOSE, but without using the serialization required for a FailOver environment. This can cause corruption of the VSAM cluster if another instance is concurrently writing to it. An ESTAE TERM=YES user exit is required to intercept operator cancellations (and other forced outages) and issue the CLOSE using the required serialization.

Problem conclusion
A z/OS Resource Manager routine has been put in place to serialize and close the VSAM cluster, and the SHAREOPTIONS of the VSAM data set have been changed to (2,3).
