PI45823: JOB FAILED WITH QE-DEF-0260 FOR NON-ENGLISH EXPRESSION

Error description

• Issue is affecting Cognos 10.2 and up versions.
  
  Symptoms:
  - Intermittent error QE-DEF-0260 Parsing error.
  - Package may be using a non-English design language in FM. Some
  of the languages affected: Chinese, Korean, Russian, Spanish,
  Portuguese.
  - In most cases, the error will affect Event Studio agents.
  
  The system will run fine for some time and intermittently a
  BibusTKServerMain  process will be launched in a 'bad state',
  then all requests (reports) send to that bibus will fail with
  parsing error QE-DEF-0260. When observing the parsing error you
  see that the query item name is missing the closing bracket:

  type
  
  Please note that while the problem affects packages with
  non-English design language, once a Bibus is in a bad state, all
  reports will fail with the same error.
  
  Restarting services or killing all running bibus processes will
  temporarily resolve the problem.
