PI41569: SYNCHRONIZATION ISSUE WHEN CANCELLING A REPORT THAT IS EXECUTED BACK TO BACK

Error description

• Customer is using a SDK application to submit report specs on
  the fly to the Report Server, via Monitor Service. Occasionally,
  if a report that was submitted was instructed to cancel, the
  report and the subsequent execution would both cancel.
  The second report is typically executed within 20 seconds after
  the first report.
