PI39603: BCIT CAN LOOP OR ABEND WITH S0C4 IF EQQYCAIN JOB RUNS WITH ACTION=INSERT,RESOURCE=CPOC AFTER PERFORMING CP REFRESH

Error description

• a BATCH COMMAND INTERFACE(BCIT) job (pgm: EQQYCAIN)
  can abend with S0C4 RSN00000004 or even loop if the
  job runs with ACTION=INSERT,RESOURCE=CPOC
  after performing a refresh of the current plan from the
  SERVICE FUNCTIONS panel option 9.5:
   REFRESH - Delete current plan and reset long term plan
  
  The job issued the message:
  EQQD016E No current plan exists, function cannot be used
  correctly as the current plan has been deleted before via
  option 9.5 in  the dialogsystem, but it can abend with
  S0C4 RSN00000004 or loop until gets cancelled.
  This APAR has been opened to address this code error
