Error description

When a large request body causes IBM HTTP Server to emit a 413
error, two concatenated error pages are displayed to the user.

*                  error pages on 413 errors.                  *

When a request for a static file with a request body exceeding
the size limit set in IHS, two concatenated 413 (request
entity too large) error pages are displayed to the user.

Problem conclusion

A duplicate error page is no longer sent in the response.

This fix is targeted for IBM HTTP Server fix packs:
- 7.0.0.39
- 8.0.0.11
- 8.5.5.6

Note that this fix only fixes requests for static files
and not requests going through other handlers, e.g. the
Websphere Application Server plugin.
