PI33527: SSLOCSPEnable directive always enables OCSP (Online Certificate Status Protocol) even if value is 'OFF'

Error description

OCSP is disabled by default, but if "SSLOCSPEnable OFF" is
configured, OCSP is unexpectedly enabled.

*                  directive in your IBM HTTP Server           *
*                  configuration.                              *

Some directives that did not expect arguments silently ignored
them instead of returning an error.

Problem conclusion

The SSLOCSPEnable directive has been updated to have the
expected behavior.
This fix is targeted for IBM HTTP Server fix packs:
- 7.0.0.39
- 8.0.0.11
- 8.5.5.6
