Error description

• Queue manager terminates due to CF link failure. When queue
  manager is  restarted, 0C4-00000010 is generated  as below:

  A Qmgr has stopped with some outstanding indoubt UOWs. On
  startup it works through the Agent Control Blocks (AGNT) to
  clean them up if they are no longer required.
  There is a timing window where CSQ3RISO has called CSQ3AUCM
  to free a CCB associated with an AGNT.
  Concurrently an IDENTIFY is being processed for another address
  space which had indoubt UOWs. CSQ3ID30 is the module handling
  the IDENTIFY and sets AGNTID30 to indicate it is has control,
  but resets AGNTID30 before it calls CSQ3ID50 to allocate an
  AGNT.
  CSQ3ID50 has set the CCB address in the AGNT, but not yet set
  AGNTEB which would indicate the EB for the address space.
  Since AGNTEB is zero, and AGNTID30 is off, this indicates the
  CCB can be freed. During the freeing of the CCB CSQ3AUCM
  references an AIDL control block in the wrong address space
  leading to the ABEND0C4.
  

Problem conclusion

• CSQ3ID30 has been altered to set AGNTID30 off only on return
  from CSQ3ID50.
