PI25058: FIX FOR S0C4-38 ABEND IN CAZ00681 DURING DDF OBSERVATION. ADDITIONAL SUPPORT FOR 64-BIT ADDRESSING IN DB2 V11.

Error description

• While measuring a DDF address space for DB2 V11, a S0C4-38
  abend occurred at CAZ00681+22CA. The abend was caused by
  incorrect addressing mode while accessing the DB2 CCB. APA was
  in 31-bit mode and needed to be in 64-bit mode.
