  The compiler returns error under optimization values, OPT(1/2).

  In the circumstances described under "Users Affected," the
  compiler could get an internal data structure in an inconsistent
  state. When we delete a basic block and that basic block has
  been identified as a possible exit from a PERFORM range, we need
  to update our tables.
  

Problem conclusion

• The compiler was changed to remove the internal inconsistency.
