PI18161: WMQ UPON MIGRATION TO VERSION 7.1 A PUT TO A CLUSTER ALIAS QUEUEFAILS WITH MQRC 2082

Error description

• Change Team finds that MQRC 2082 occurs at V710 due to a logic
  change via Defect 144754 in CSQMPUTI. This logic is used to
  determine if the blank queue-manager name should be set in the
  XQH (previously fBindOnOpen but now uses fNoProcInMD).
