PI17218: CREATING PROJECTS WITH XMLACCESS FAILS

Error description

• The name of a project cannot be used when running the xmlaccess
  command from within a project in a VP other that the default VP.
  

Local fix

• Use ObjectID instead of project name. The ObjectID of a project
  can be obtained by enabling and looking at traces.
  com.ibm.wps.wcm.access.project.*=all

Problem conclusion

• A code fix for this issue is integrated into the WebSphere
  Portal & WCM Combined Cumulative Fix 13 (PI17735) for Portal
