PI16711: BIP3761 ERROR MSG IS MISLEADING

Error description

• The main text of BIP3671 states the following:
  The input node '&1' made an attempt to send a fault, but a
  reply had already been sent.
  
  However in reality in the two places where this error is thrown
  we have recognized that an attempt to send a reply has already
  been made and therefore do not attempt to send a fault.

  PROBLEM SUMMARY:

Problem conclusion

• The BIP3671 has been updated to accurately reflect what the EG
  is doing at the time we output the message
