Therefore, placement of the internal data grids for the catalog server failed when the catalog server was restarted. This behavior prevented clients from connecting to that catalog server and and valid route tables.
Problem conclusion
The catalog server has been updated to retry placement of internal catalog data grids that are necessary to provide valid client route tables.
