PI15399: SCAN GOES TO INCOMPLETE IF ++INCLUDE SOME DIVISIONS

Closed as program error.

Error description

RAA scan of COBOL sources with INCLUDE file reference, where
the include file contains the Data Division and
Procedure Division, results in an INCOMPLETE status.

Local fix

Use COPY statement instead of ++INCLUDE, or put contents of
++INCLUDE in-line in COBOL source.

Problem summary

Infinite loop was occurring during token checking, and
extraneous period after ++INCLUDE or -INC was not handled
correctly.

Problem conclusion

RAA Code was changed to check for EOF during token selection to
avoid infinite loop, and handle extraneous PERIOD added after
-INC or ++INCLUDE.
