Error description
Out of memory errors and CPU starvation errors can occur that show a large amount of memory is being consumed in the heap by ReusableOutputStream objects. In the stream, a large Object[] and two int[] objects are displayed in a HandleTable field. These objects are using a lot of memory.

The logic was updated to no longer cache objects, if their handle table grows above a threshold.
