Error description

• A change in a recent update to java.policy file changes line
  permission java.net.SocketPermission "localhost:1024-",
  "listen"; to permission java.net.SocketPermission "localhost:0",
  "listen"; which will restrict access to registered ports.
  

Local fix

• It is possible to reverse the change to the java.policy file to
  allow any user to bind to registered ports or you can add the
  line permission java.net.SocketPermission "localhost:11377",
  "listen"; to allow derby to bind to the default port.  If you
  are using a non-default port for derby, change 11377 to whatever
  port you wish to use.
