  Level 3 found the cause to be an application ABENDing
  during the delete process of a dynamic shared queue.  During the
  opening of the queue process the ABEND occurs.  After the
  ABENDing process completes one of the storage areas has been
  reused.

  During MQCLOSE processing for a shared dynamic queue, an
  application was canceled while waiting for the structure task to
  complete a CSQE_OPEN_DELETE request and resume a ROB.
  The storage containing the address of the ROB was freed during
  recovery processing and subsequently reused.
  When the structure task completed the request, it attempted to
  resume the ROB, but due to the storage reuse the ROB address was
  no longer valid.
  This was detected by the resume code, leading to the reported
  abend and subsequent queue manager termination.
  

Problem conclusion

• CSQIDDEL is changed to allocate storage that will not be freed
  during recovery to contain the address of the ROB, ensuring that
  the structure task can correctly locate the ROB to resume.
