Error description

• Description:
  Predecessor links are deleted on second plan import from MS
  Project if the parent summary task is changed even the user
  select the option 'Create only new Tasks' in step 3 of the
  import Wizard
  
  Steps to reproduce the issue:
  1. Create in MS Project three tasks Task A, Task A-1 and Task
  A-2.
  2. Make Task A a summary task and A-1 and A-2 child tasks.
  3. Add dates for the tasks and change to automatic control of
  dates.
  4. Export this as imp.xml from MS Project
  5. Create a new plan in RTC with preferably no existing content
  6. Import the imp.xml file into this plan. Accept all defaults,
  except to change the type of work items created to be tasks,
  rather than defects.
  7. This imports all the new tasks successfully.
  8. Go back to MS Project and alter the Task A to not be a
  summary task any more. Add a new Task B.
  9. Export this as imp.xml from MS Project.
  10. Import the new imp.xml file back into the same plan. Accept
  all defaults, except to change the type of work items created to
  be tasks, rather than defects. Make sure that in step 3 the
  option 'Create only new tasks' is selected.
  
  Actual result:
   The new Task B is imported, but the existing Task A has also
  changed to not be a parent type work item. The relation between
  the tasks has been removed on all three tasks.
  
  Expected result:
  Existing tasks are not updated
