Error description

• When working in IBM Rational Team Concert (RTC), you may find
  that the taskboard plan view has empty rows, which makes it
  difficult to see the Work Items.  This can occur if there is a
  filter set that is excluding all work items of one story (one
  row).
  Steps to reproduce
  1. Setup a plan with a taskboard view in any Project Area. No
  filters should be applied
  2. create two stories with a child task each
  3. complete the tasks and set the stories to done
  4. exclude resolved items
  You will see that the table is filled with padded empty rows,
  one empty row for every story that is filtered out.
