APAR status

• Closed as program error.

Error description

• When you select a PDS from the data set list in PDTools and the
  data set is in use (DISP=OLD) you get the message "Error: Failed
  to load items".
  Opening the Error you see the following error messages.
  CommunicationException: Failed to load items:

Problem summary

  * RECOMMENDATION: Apply the provided PTF.                      *

  The File Manager allocation routine was not returning a message
  to the plugin to indicate it was unable to allocate a PDS
  because it was in use by another user or job.
  

Problem conclusion

• The File Manager allocation routine is changed to format and
  return to the plugin a message that describes why a data set
  could not be allocated.
