  The Eclipse Equinox OSGi framework utilized by WAS uses a
  Semaphore object in its startup.  A rare situation exists in
  which this semaphore is mishandled, which causes the server's
  startup to hang.
  

Problem conclusion

• Eclipse bug 267735, which addresses this issue, was ported
  into the WebSphere Application Server version of Equinox.
  
  APAR PI06467 is currently targeted for inclusion in Fix Pack
  7.0.0.33 of WebSphere Application Server.
