Error description

• IBM Rational Team Concert (RTC) 3.0.1.x clients running with a
  4.0.x server may result in overall slowness of the server.
  Symptoms:
  3.0.1.x clients (for example: RTC Eclipse client, RTC Visual
  Studio client, SCM command line, or build engines) are in use.

  Overall server slowness is observed and CPU usage may spike
  over 95%.
