PH44050: Serviceability fix for XEB formatter output error when length is greater than 2 bytes

Obtain the fix for this APAR.

APAR status

• Closed as program error.

Error description

• XEB=3/4 calls CSQ7XSKB to format out xEB save area and when the
  length is an integer multiple of x'8000' it will be too big to
  fit in the halfword length field, throwing an error in CSQ7FMT
  and determining a length of 0.

• Serviceability improvements made by fixing formatting for
  xEB=3/4 for adapter tasks.
