PH35651: SYSTCPD DD IS IGNORED WHEN /ETC/RESOLV.CONF IS DEFINED ON SYSTEM

Error description

• SYSTCPD DD is ignored when /etc/resolv.conf is
  defined on system.
  This APAR was raised to extend the code introduced by PH13517.

  * PROBLEM DESCRIPTION: The SYSTCPD DD card is being            *
  *                      intermittently ignored on channel       *
  *                      initiator startup resulting in failed   *
  *                      DNS resolver calls.                     *
  ****************************************************************
  A race condition between different tasks on the same process
  during channel initiator startup can result in the process not
  being treated as a UNIX System Services caller resulting in the
  SYSTCPD DD card being ignored.
  

Problem conclusion

• The code has been re-ordered to ensure the process in question
  is always correctly identified as a UNIX System Services caller.
