Error description
SYSTCPD DD is ignored when /etc/resolv.conf is defined on system. This APAR was raised to extend the code introduced by PH13517.

Problem conclusion
The code has been re-ordered to ensure the process in question is always correctly identified as a UNIX System Services caller.
