Error description

• Internal APAR raised for ABEND0C4 in CSQXRCTL.CSQXCCIS when
  starting a channel defined with a valid CIPHSPEC, but with no
  SSLTASKS.

  * PROBLEM DESCRIPTION: If the QMGR attribute SSLTASKS is set   *
  *                      to 0, and a channel is defined with the *
  *                      SSLCIPH attribute, then attempts to     *
  *                      start the channel may result in an      *
  *                      ABEND S0C4 in the CHIN.                 *
  *                                                              *
  *                      Additionally, receiving SSL data with   *
  *                      SSLTASKS(0) may also cause ABEND0C4 in  *
  *                      CMQXRFPT.                               *

  Internal changes to the SSL code resulted in MQ's internal
  cipher table not being created when starting the CHIN with
  SSLTASKS(0). Therefore, attempts to reference this table with
  SSLTASKS(0) may result in an ABEND S0C4.
  
  The table is referenced through the xGwa pointer pBaseCiphTable
  when starting a channel and in some scenarios when receiving SSL
  data.
  

Problem conclusion

• The code has been changed to always create the internal cipher
  table on CHIN startup.
