Error description
If a CADP profile is active for a user program, the debugger will run every time the user program is run, even when there is no terminal available. If a terminal is not available, the debugger still executes any commands it can find (eg, the global preferences), and then it runs the user program. When it terminates, the debugger wants to save the breakpoints and other settings, but it tries to use ddnames INSPBPM and INSPSAFE instead of building the dsnames from EQAOPTS. Note that the CICS region jcl does not (and should not) have ddnames INSPBPM and INSPSAFE. INSPBPM and INSPSAFE are just for batch debugging. This causes messages EQA1748E and EQA1765E.
Local fix
inactivate the CADP profiles so that the debugger is not running all the time. Use CICS supplied transaction CIDP to inactivate debugging profiles prior to CICS shutdown. This can be entered as a normal transaction, or in the PLT.
