PH23328: MQ CHINIT NOT INITIALISING DUE TO SYSZIOT CONTENTION

APAR status

• Closed as program error.

Error description

• An ARCHIVE request for an archive that resides on a TAPE Unit,
  is being held up at Queue Manager startup,
  while the Tape Unit is offline, as shown by this message:
         IEF244I CSQ2MSTR CSQ2MSTR - UNABLE TO ALLOCATE 1 UNIT(S)
         583 AT LEAST 1 OFFLINE UNIT(S) NEEDED.
  During this time, the CHINIT address space did not complete
  until the outstanding tape request was replied.
  
  The hang occurs due to SYSZIOT contention delaying processing of
  a LOAD issued by the command server. The contention is caused by
  the unavailability of tape systems required for log archiving.
  Although both the queue manager and chinit have successfully
  completed startup, the delay in the command server means
  commands issued via SYSTEM.COMMAND.INPUT
  

Local fix

• Take steps to allow archive processing to complete.

  During startup a log offload is outstanding so CSQJOFF1 is
  called to offload the logs. The required tape drive is offline
  so the offload task is suspended in DYNALLOC processing waiting
  for the device, while holding the SYSZTIOT ENQ.
  The command server CSQNRTS then runs to process a PCF message
  and detects that the conversion tables have not yet been loaded,
  and calls CSQACRTT to load them. This hangs because the LOAD
  issued by CSQACRTT requires the SYSZTIOT ENQ.
  Startup can not complete until the outstanding tape request is
  satisfied.
  

Problem conclusion

• Command server subsystem startup processing in CSQNSTRT has been
  updated to load the conversion tables before log offload
  processing can run.
