Error description

• We can see from the doc that the reason for the abend
  5C6-00C511AD is indeed the admin structure filling up.
  Once this structure is full, a shared  channel that is starting
  is attempting to write a new Serialized Access List Entry into
  the admin structure and failing. Unfortunately the code fails
  to handle the RC 00000C17 (IxlRsnCodeStrFull) and instead
  abends.

  *                      issued from a serialized application    *
  *                      while the admin CF structure is full,   *
  *                      the same abend will be issued.          *

  When a serialized application is started, some information is
  written to the admin CF structure to let other QMGRs in the QSG
  know that an instance of this application is running.
  
  Similarly, when performing a get or put to a shared queue from a
  serialized application, information is written to the admin CF
  structure to allow for disaster recovery.
  
  The code which writes this information is not expecting the
  admin CF structure to be full and subsequently abends.
  

Problem conclusion

• The code has been changed to periodically retry the write, and
  return a failed completion code and MQRC 2102
  MQRC_RESOURCE_PROBLEM if the structure is still full.
