PH18731: ABEND0C4 RC00000038 AT DSNGEFSP OFFSET00152 DURING BIND 20/01/07 PTF PECHANGE

APAR status

• Closed as program error.

Error description

• When Db2 executes a package and the package does not exist, it
  will remember the package name in a NOT FOUND hash record in
  memory.
  
  When BIND comes in using this package name, the NOT FOUND hash
  record is removed and then freed successfully, but followed by
  ABEND0C4 RC00000038 at DSNGEFSP OFFSET00152.
  

Local fix

• Re-run the BIND will be successful (unless not-found hash record
  is inserted again by executing the non-exist package).

  This apar fixes a problem after PH09796/UI62576 is applied.
  When Db2 executes a package and the package does not exist, it
  will remember this non-existing package in an internal control
  block.
  Binding this package will clean up the internal control block,
  but a pointer is not set correctly and cause the above abend.
  

Problem conclusion

• Db2 is fixed to correctly set the pointer so that this abend
  will not occur.  As a work around, BIND the package again can
  succeed.
