Error description

• MQI actions which require the cluster cache to be queried (when
  resolving cluster objects) may be delayed more than expected,
  while cluster cache maintenance is in progress.

  Cluster cache queries are delayed in a sub optimal way for some
  environments when waiting for cluster maintenance to complete.
  
  This is caused by an delay in the code that suspends cluster
  cache queries by 1 second while cluster maintenance completes.
  

Problem conclusion

• The ability to alter the default time that cluster cache queries
  wait for when cluster maintenance is in effect has been added.
  The default behavior is unchanged.
