Error description
If an external refresh is being scheduled using the DMMD_SIGNALS meta-data table, and the connection to DB2 ends and is reestablished, then when the subscription restarts it will attempt to perform any refreshes that are indicated in the meta-data. For an external refresh, which doesn't start until the external action is taken, the subscription will continue to attempt to initiate the refresh, causing a stream of initialization messages to be sent to the target. In this state, the subscription will not end, and shutdown of the address space will be inhibited.
Local fix
Clear the DMMD_SIGNALS table and change the table Method:State to Mirror:Active or Mirror:Idle.

Problem conclusion
A restarted subscription will detect an interrupted Continuous Operation activity that did not complete prior to the interrupt and take action accordingly to permit the restart to succeed.
