  A PCF message sent to the run time server specifies a string
  filter to be applied to the returned results, the filter value
  length is zero. A filter value of length zero is permitted but
  is not handled correctly in csq9scnx, resulting in a storage
  overlay. The storage overlay can result in multiple symptoms,
  including ABEND0C4 or reason code 3228 MQRCCF_PARM_MISSING.
  The same problem can occur with a byte string filter of length
  zero.
  

Problem conclusion

• Module csq9scnx has been updated to correctly handle a string
  filter or byte string filter of length zero.
