Error description

• Running queryServiceAdminTask.sh 1 or
  queryServiceAdminTask.bat 1' in the bin and bin64 directories
  both return errors in cognos 11.0.9 and other newer versions.
  
  Error: Could not perform requested operation : XQE-INI-0002 An
  error occurred during initialization of FormatService.
  

Local fix

• In the queryServiceAdminTask.bat, you will have a line in this
  script that starts with set CP=
  In the queryServiceAdminTask.sh, the line to look for starts
  with CLASSPATH=
  
  Need to append these 4 jar files to this line.
  ..\webapps\p2pd\WEB-INF\lib\commons-configuration2.jar;
  ..\webapps\p2pd\WEB-INF\lib\commons-lang3.jar;
  ..\webapps\p2pd\WEB-INF\lib\commons-beanutils.jar;
  ..\webapps\p2pd\WEB-INF\lib\commons-beanutils-1.8.3.jar;
