The new situation take action command, ZOSWTO, will cause a
multi-line WTO to be issued on the z/OS monitoring server
that an agent is connected to or on a z/OS agent. The
message will be produced when the situation is true or
false. The message ID will always be KO41041I. Any data
the follows the command name, ZOSWTO, will be present in the
multi-line WTO. When the situation is false the values of
substitution variables will be NA. The format of the
    message will be as follows:

    KO41041I SITUATION EVENT
    ZOSWTO situation_name:node_name<optional_display_item_value>
    T/F customer_supplied_command_data

The actual message data will be broken up into 70-character
sections on a maximum of 5 consecutive lines.

By default, Descriptor code 12 and route code 2 are used by
the WTO operation. These can be changed by specifying
    ZOSWTO_DESCRIPTOR_CODE and ZOSWTO_ROUTE_CODE in KBBENV.
Multiple codes may be specified using comma separated
    values.
