Error description
Pacing Gate settings preventing start stop of resources . When a pacing gate is removed from the policy, and the policy is rebuilt and refreshed it's definition remains active on the resources (APLs) it was originally assigned to. Only way I have found to remove it is to perform a cold start /takeover of manager.
