Error description

• Receiving two successive events for the same situation with
  ORIGINNODE = blank / DELTASTAT = N causes an attempt to pull
    the SITCOUNT out of an N cache record which fails.
  
  Environment:
    This defect is reported on Windows but applies to all
    platforms.

  *                      THE NAME OF SITB, THE TEMS MAY CRASH.   *

  When two or more situations have names where one situation
  name is a substring of one or more other situation names and
  the matching substring is at beginning of respective Sit
  Names, the TEMS may crash.
  
  For example :
  
  SitA is named 'myFavorite'
  SitB is named 'myFavoriteSit_mickey'
  SitC is named 'casper_myFavoriteSit'
  SitD is named 'myFavoriteSit_pluto'
  
  In this example 'myFavorite' is a substring of both SitB and
  SitD, as shown above.
  By contrast, SitC 'casper_myFavoriteSit' does NOT match as a
  substring at start of SitA, SitB or SitD's names.
  

Problem conclusion

• A correction was made to key value comparison logic, thereby
  eliminating the false positive matches.
