Error description

• Problem Description:
  Tivoli Monitoring agents fail to connect to the Monitoring
    server without attempting to retry the failing bind operation
    using the next derived port in the range of ports. This
    results in an agent connection failure with no attempt to
    retry the connect.  This defect is observed most frequently on
    z/OS but can occur on all Tivoli Monitoring supported
    platforms.
  
  Detailed Recreation Procedure:
    This can be recreated by configuring Tivoli Monitoring agents
    on z/OS and watching connection establishment behavior
    when the first derived port is used by SYSPLEX or other
    products. The observed behavior changes when the reservation
    is moved to the second derived port and the agents are
    re-started.
  
  Related Files and Output:
    RAS1 tracing with KDC_DEBUG=Y and KDE_DEBUG=Y will show
    IP.PIPE and IP.SPIPE port allocations retry local binds which
    fail with error EADDRINUSE. When the error is not EADDRINUSE,
    no attempt is made to retry the bind with the next available
    derived port.
