Error description

• Environment:
  KEF component.  AIX 64 bit system running ITM 623 FP2.
  
    Do you think the latest patch applied is involved? No
  
  Problem Description:
    Seemingly random crashes and hangs in TEMS.
  
    L3/Dev have identified an issue with tcp sockets and thread
  safety.
  
  Detailed Recreation Procedure:
    Only seen at customer site so far. It may be related to
  OTEA sending events to more than one target.
  
     The associated PMR has a myriad of logs and cores.

  Random crashes and hangs occur in the monitoring server.  An
  issue with TCP sockets and thread safety has been
  identified.  It may be related to forwarding events to more
  than one target.
  

Problem conclusion

• The code has been changed to use thread-safe functions.
