OA43182: THE AGENT CAN'T STOP SMOOTHLY ON ZOS

Error description

• The agent can't stop smoothly on zOS, especially when broker
  has large amount message flows.

  This APAR supersedes OA42209 and addresses the storage
  overlay problem that causes the agent hang when the agent
  is stopped. New improvements are made on the termination
  processing.
  

Problem conclusion

• The storage of the communication control blocks between the
  agent and USS threads is changed to be allocated and freed
  by the USS threads. This prevents the storage from being
  freed by the agent while the USS threads are still active.
  
  The following improvements are made on the agent termination
  processing.
  
  1. The enablement of immediate shutdown.
  2. New environmental parameter KQI_SHUTDOWN_WAIT_LIMIT.
